Yes, the city lights come on when any lights are turned on, whether parking lights or the headlights. I had the same problem as you and here was my solution:

For some reason I only posted a thread on rennlist instead of 6speed about my upgrade. They are leds that can be had for 16 bucks or so from
www.42draftdesigns.com. They look amazing and match the color output of my Litronics wonderfully. However, be forewarned that my first pair burned out in a little over half a year. The company said they had malfunctioned and sent me a new pair free of charge promising that the same thing would not happen again. So far they are still working well.
