PCCB brake pad use with steel rotors??

It is a known fact that the PCCB set up creates virtually no dust due to the material make up of the pads. It would stand to reason that the PCCB brake pads would not create any dust on steel rotors also. Has anyone tried this and what was the result? I have the 6 piston PCCB calipers on my car but use steel slotted rotors with the GT3 factory pads which produce horrible noise, dust, and have pretty lousy bite when cold. It seems that good brake performance and low dust is an elusive search unless you have the PCCB set up.
