Is $3000 set aside every year for a 1999-2001 Carrera...
...going to be more than sufficient, in terms of keeping the car in good running condition and overall livelihood, as well as if any unexpected repairs come along the way?
If a few good years sail by, and something big happens, the accumulated money in these few years will make ownership of a Porsche, easy and stress-free, correct?

Some years yes, some years no.
Just let it accumulate on the easy years and you will probably be okay. For perspective, my C4S had brakes done this year, as well as a new clutch. It needs new winter tires too. I also spent some cash on an LN Engineering ceramic IMS bearing and an Evolution Motorsports ECU flash. Even if you exclude the last two items, my 2013 repair/consumables tab will exceed $5,000.
