A better explanation of "city lights" would be nice.

City lights are, I believe the same thing as daytime running lights.
If you have them they could be after market so look for a switch somewhere, if you have them as factory built into the headlamp you will need to turn them on with the onboard computer.

I assume you mean the small lights inside the headlight assembly next to the main bulb. I've seen these called "city lights" before. They should be illuminated when your headlights are on, or when you select the first position on the headlight switch (running lights).

Yeah, first click to the right from the off position. Not really DRL's because they also turn on the sides and rears. I'll go with "city lights".

Sounds like you just need new bulbs.

Also known, I believe, as parking lights. Here in California, you can get a ticket for running with parking lights, so be careful. I had a friend who got one in his jeep.

The rationale makes sense. You turn on your parking lights because it's turning dusk and you don't believe that you need full headlights, or you foolishly want to save strain on your alternator or whatever. An hour goes by, and it's much darker, but you're driving in a city with street lights, and because your dash lights are on, you don't even suspect that you're very hard to see w/o full headlights.
