Help with Air bag light

I am getting a code 31 passenger ignition switch error and an air bag light on my 99 Carrera 2. I cleared it with my Durametric cable and it stayed off for a wk or two. Now it just goes back on as soon as I clear it. I also replaced the passenger seat belt receiver, but still have the light and won't clear. Is it the ignition switch then? Thanks for any help.

Anyone? I know I'm not the only one with this issue. I read that it is most often caused by the seat belt reciever, but not for me. The one I pulled was actually already the new model with gold contacts. Guess it's going on ebay now. Please! does anyone know if the ignition causes this problem? Also heard about some module that may need replacing, but not sure. Any suggestions would be appreciated.
