Is the 4s and Turbo front diff the same?

I believe they are different in the 997.1. The 997.1 C4S is more similar to the 996 AWD system; it's a mechanical viscous coupling system. The 997.2 cars have an updated, electronically controlled AWD system similar to the turbo. I don't know if they are actually the same part or not.
