Pretty sure you need to have both. You may get away with one for a while but at some point you will probably get a ticket for it. Probably the same time you get a speeding ticket.
I don't live in Virginia but Mass has the same 2 plate requirement. Haven't had 2 plates on any of my cars for close to 15 years now. Haven't been stopped for it yet.
My father lives in VA and got a ticket for that. I believe the ticket was labled as improper display and was not a moving violation and was cheap enough of a fine that he decided he would just pay for the next one when it rolled around. This was three years ago and so far so good.
I would rather roll the dice than drill into the nose myself.
I lived in No. VA for 20 years. Back in the '93 when I registered my car (325i) I forgot to put the sticker on - just put it in the glove box. Five months later I got pulled over. Just told the cop I forgot to put it on, he told me to afficx it and off I went. I did the same thing in '94 and that year only made it to three months. Point is, at least the Fairfax PD pick that sort of thing up. Back then, however, they would also set up Property Tax (County/City) and inspection sticker traps; if they still do that you may get nabbed that way for no front plate. Finally, the PD used to set up traps at the METRO and check for drivers license/lic. plate coordination (used to be people would register their car in MD so as not to pay personal property tax but live in VA w/ VA lic.). Based on those experiences I'd feel a lot more at risk w/o a front plate in VA than in CA. You know, you could always buy one of those brackets that mount to the tow hook socket. If you get pulled maybe the cop would just let you affix the plate if you tell him yuo just had some body work done. Seems like a stretch but worth a try (or maybe the fine would be reduced if you had the hardware but just "forgot" to put it on).
