Understanding steering ratio

I read that the higher the steering ratio, the more you have to turn the wheel (less responsive) to move the tire. The lower the steering ratio, the less you have to turn the wheel (more responsive) to move the tire.

The steering ratio of the R8 v10 is 17:1

E92 M3 is like 12.5:1

Does that mean the M3 is more responsive? How much to read into numbers?
