I went to Mahogany's on walnut in philly this weekend. It's a really nice place.
Is that the place thats upstairs, when you go up the bar area and cigar area is in the back and up front is a restaurant. If so I've been there, cool place, turned out to be quite a wild evening

You can smoke, drink, and eat anywhere in there, but yes you do have to go up stairs to get there.
