Here's an idea: print out a copy of this and put it on your own car -- it'll help spread the message to other folks.
LOL, I can make up some signs at work and bring them over to mount on the poles or something. Maybe 4 of them that say

No Burning Out
No Loud Exhausts

Wow 8am is way early, I normally go around 10ish. It also rained on Saturday, I arrived around 10:30am and only a few cars were there. The rain stopped and the sun started to come out by 11:30am, but it was already too late.
