I should add his car has been on the Qatar track and he street races in Dubai and in Muscat (Oman) where he lives... traps were in mid 120's at Qatar and Abu Dhabi (he does not vbox though to check accuracy of timing equipment, heights etc) but Yas Marina was 0.48 and 0.50 secs quicker in worse DA

Down hill a side. A local tuner said that this particular car has upgraded turbos because its very hard to communicate with its software. Hence, an upgrade with a minor boost bump. Can you confirm?

The top trap for a 1/4 mile for a bolt on stock turbo 997.2 is my 135.58 mph at Famoso in SoCal. The Champion 997.2 that did a 9.83 trapped 135.1 mph in South Florida. The only upgraded turbo 997.2 with a 1/4 mile timeslip is Efi's, who is FBO + 68's + meth injection and he is trapping 138.X at a good track (Englishtown from what I understand).
This 991 seems to be in line with what was done with Efi's car and so upgraded turbos may be likely. I too am curious if anyone can confirm.

For the 997.2's, no one with stock turbos has been 137.78 mph in a 1/4 mile (converted from 221.74 kph). I can't imagine the 991's have more potential. In fact the car is heavier with essentially the same motor and slightly different hardware. But this car seems to be the exception.

I agree with you. The top US tuners do not understand how you can get that kind of ET and trap speed from a 991 TTS with bolt on mods. The fastest one in the US is Karll911's with a 10.2 ET with GIAC Stage 2, Tubi catless race exhaust, IPD plenum, MPSC2 tires and race gas.
I did see Karl's those were very impressive runs. He did high 1.4x 60-foots with stock tires which is absolutely incredible. Track prep must have been perfect. They allowed him to get a 10.2X with only a 132.4 trap. By contrast I needed a 135.6 trap to get 10.2X as 60 foots were 1.6x with 19" R888's. 

Karl was running Michelin Pilot Sport Cup 2s. While these tires are certainly not stock for the 991 TTS they sure do have a lot more grip than the stock P Zeros. I wonder what the results on Karl's car would be with drag radials. The 991 TTS with tune and bolt ons scoots off the line super quick but doesn't seem to have quite the top end of the 997.2 TTS with tune and bolt ons.
As far as top end, I think there are a couple more bolt ons currently for the 997.2 (intercoolers and Y pipe) and of course GIAC has had more time with the 997.2 ECU.
There are some NHRA tracks with apparent higher traps. Sacramento was one of them. When vBox units came out a few years back people were getting something like 3mph more from the timeslip than the vBox, and after a while a new timing system was implemented. So we can only speculate here whether this is a fast track, an upgraded turbo car or just a freakishly fast stock turbo car at a normal-reading track.
