Doubtful your charger is doing anything after the socket has gone dead.

Smoker's option console lighter is always active.
I left the car plugged in the past winter for almost 4 months. Did not get a chance to take it out at all all winter. The little LEDs on the charger says the charge is maintained. (It took a while to get there) The car started fine in April. I would assume the charger is doing its job unless the LEDs are lying.

Also I do not have smoker's package. Maybe that keeps the passenger footwell socket live?
