Cruise Control doesn't work

The CC button on the end of the stalk will turn the dash light on but stalk doesn't do anything else. Any help here? Is there a way to get to this switch without removing the steering wheel?

Check the switches under the dash above the clutch and brakes pedals. Pull the plunger out all the way.
