When was the first 996 C2S built? Was it 02?

There has never been a 996 C2S. The first C4S debuted in 2002.

Thanks Justin, I wasn't sure about the 996 though (my 911 knowledge ends in 98:( ). My friend swears the guy told him it is a 2000 996C2S. He even said it is a "wide-body," has litronic headlights, and a few other options that I believe are 996 only. When he e-mails the pics I will post them.

Well, the features you quoted were available for the 993 too.

It's also true that there never was a 996 C2S. Although pics like this one:

Can you fit a turbo rear bumper on a regular C2. That picture above looks like a narrowbody C2 or C4 with a turbo or C4s rear bumper.

Eric is right...you can, but it IS work (at least for the installer) and it can get costly because you need a different heat shield, maybe different eyebrows, definitely different exhaust tips, possibly a cut back bumper mount, an extra bracket or 2, and some modifications to the exhaust to fit the TT openings which are closer to gether than the stock C2. Ask me how i know :( Also, there must be a thread or 2 on this conversion.
