What about doing an actuation test with a PIWIS for the VTG actuators? That may also help to get them set correctly.

similar thing happened on my International. It had a VTG turbo, needed a VTG controller. (No boost until high RPM) There is a TSB for lubricating the VTG arms. Maybe you have a bad controller?

Honestly....best thing to do is lift it up and go back over all you touched. Most times, something was missed, left off, came loose, or was not put back properly. Another common occurence is nearby parts get affected without noticing ...while getting to the part you are working on. I bet it is an oversight and nothing serious....my guess is vtg actuator rods, wiring plug not connected, or loose hose/leak somewhere...

Good luck!

13. PSI is a lot of pressure The fact its getting that high seems something else is off maybe like everyone said reseat it.
How is you PSI at normal ranges. IE initial driving where 3-6 is the norm. Is that still there?

under 4k rpm it boosts really slowly.. if im cruising at 3k rpm and i slam it, it takes forever for boost to climb, but i dont hear anything leaking etc. its gotta be related to the arm. i hope i can fix it myself tomorrow vs waiting another week.

Do you have a log to show how boost behaves? Like a 3rd gear 1500-6700rpm log?

found the problem. the actuator was fine. the passenger side exhaust gasket (the one that connects to turbo to headers) blew out. i have a replacement in hand, will do it tomorrow w/ Tim.

Thank you ECS. Ordered these on wednesday and they got here this morning. perfect timing.

Glad you found the problem...and nothing serious. If you do not get them snugged up just right, the pressure blows the corners off pretty quickly. Surprised you did not hear it? I have had a header gasket go on me (after Dealer installed!) and it sounded like a 1970 truck with busted muffler
