Overboost (again-rlxpost) on 997.2: Do you see 1.2b/17.4psi with SC?

997.2 owners: Do you see or not 1.2b/17psi on a stock TT with Sport Chrono?
My gut is telling me that my car isn't overboosting as it should. I've tried searching for this plenty and there just seems to be no consensus. Info is also diluted by modders and 996/997.1 owners so I can't determine if what I am experiencing is fine or there is a problem.
The facts:
* '11 6 speed 997.2TT with Europipe/w100cats(swapped from stock) and no other engine mods. I haven't seen any change in boost before/after exhaust swap
* Came with SC installed from factory
* With sport button on, I can hear exhaust change
* When mashing gas in 2nd/3rd/4th I can see the overboost arrow by the digital gauge
* Linear boost gauge range does not change (shows 0---.5---1bar) with sport mode on/off.
* The highest I've seen on the digital readout is 15PSI/1bar with an up-arrow
* Used TorqueApp to record ECU boost pressure. Highest recorded was 15PSI over a few runs (so a bit more than 1.03bar)
* Tried runs up to 85mph on slight incline in different gears. Trivial to get to 1bar+arrow but would not go above that.
* Tried 92 octane premium from both Shell and Chevron.
* Butt-test is inconclusive. I have to really think hard if I felt difference or not.
* no codes
* Car is under CPO
Dealer isn't cooperative either. They switch between "it's normal" and "you don't have the option installed - it only comes with the SportChrono*PLUS*". They aren't willing at this time to run any deeper tests.
So is this normal? Does anyone have any suggestion on how to proceed here (short of making PCNA fuss)?
I have two concerns here:
1. The car has a feature installed which doesn't seem to work as advertised.
2. More importantly, if the ECU is trying to make 1.2bar but turbos aren't producing the output, they may be getting overused and therefore may fail earlier.

The update is:
Had the car checked out by the dealer. They say 997.2 turbos do not make 1.0 bar without overboost, but only .8 bar. With overboost, the car can hit 1.0. In any case, they drove around with the piwis and didn't see any problem with operation
