Diagnostic interpretation

The check engine light came ina few days ago. I have the Durametric system (first time user) and it came up with:

P0430: Bank 2 catalytic converter system insufficient effect

P0420: Bank1 ". ". ". ". "

I have the print out of the report but I'm not sure how to read it. The car is a 2006 C2S with a cold air intact and full exhaust. The parts have been on a while without issue. It was a very cold day when the lights came on.

At the top of the report where it says "freeze frame information" the first couple lines say

Fault symptom: below limit
Self test: not complete
Fault status: fault not present
Warning light: off

Any help would be great

Thanks. At only 35k miles the cat and O2 sensors should be good.
