Need help, Bilstein B16 Damptronic repair

I have a set of Bilstein B16 Damptronic coilovers for my 2007 C4S. I bought them used with about 10k miles on them and one of the rear coilover was damaged during shipping. The PASM cable was severed near the connection to the shock. My local Porsche shop has said they can't repair it and basically Bilstein is charging me $1500 for a new coilover. I'd like to see if there is a shop (preferably in the Western/Midwestern US) than can replace this cable. If these can be revalved, why can't a cable be replaced?
