Thought I might do some repainting of some parts that got some normal road abuse and then film the needed areas. I was going to repaint front lower bumper, side sills, lower back bumper. Have a great shop in the area so the work will be first class.
Do you guys think small repaint like this hurts resale?

Not at all as long as they match and blend well. That is the key. No one should be able to detect the repaint if done properly. They may want to disassemble to get the blend right.

 

If you mean front end ground spoiler by "lower front bumper" - painting it is a bad idea as it gets scratched/scraped easily and paint will crack making it look ugly. What color is your car? Painting black plastic on lighter color cars will make a greater visual difference than with dark colors. The later in my opinion does not make sense.
