Yes, DBS kit doesn't bolt on a DB9..

Which kit are you referring to?

Im just simply trying to figure out if the rear quarter panels on a DBS are wider than DB9's.

Yes, and of course they can be fitted to a DB9, contrary to what is implied above. How do you think the factory makes a DBS? They start with a DB9. The only thing that makes the track wider is the wheels themselves, which of course requires wider rear panels. There is at least one DB9 to DBS conversion that has been posted w/photos.

I never mentioned that it can't be done, but you won't just bolt them on, they need some work.. there was a guy who was selling a factory DBS kit here on the forum, and in the pictures it showed that it was sanded, and someone asked him why was he sanding them, he replied that it needs some work to fit a DB9.. he couldn't just screw them on..

I hope that helps

Do you know who the conversion was done by?

Any competent body shop will be able to fit the parts. There is nothing special about them other than requiring a little 'fettling' as the English would say.

Custom boot made by myself, will be moulding the lip at some point to be able to fit to a db9 boot lid

Yes, a DBS bodykit will fit a DB9 but as mentioned above, some fettling is needed. The front is wider, so you can either pull the arches out, or bent the bumper in for the front, and the rear bumper is slightly short, so needs extending lengthways, and the silld need shortening slightly. Here are genuine DBS panels on a 9.
