Some questions re this forum?
What is the dot next to user name? Sometimes it's green and other times not?
Then the bar graph in dark green and then more bright green on some users ?
And lastly what is rep power, seems every user has a difrent number , just curious.

Move your mouse over the dot and the bar graph and pause for a second -- you'll get a clue as to what they mean.

You can change the settings on your user profile that allow others to see if you're currently online. The Rep feature allows you to determine how much credence you can put on someone's reply.

Is there a way to add rep power from the Garage Talk App?

Not sure. Rep is built/lost based on post count and other users giving you rep (or taking it away). It's kinda like crowd-sourced verification of a user's credibility, like a rating system for a store. Helps pierce the veil of anonymity of screen names whatnot.

how do we as a user add or give rep? forgive stupid questions but I was born before computers and basic things like email and adding pictures are achievements

( I have mastered the various You tube channels ;))

upper right hand corner of the each post, below the post #, you can see a ribbon, click on that to give rep points.

And your mastery of youtube, is it the videos of all those girls you mentioned? ;)
