2010 Vantage tow hook questions

1. The tow hook location (where the hook screws into) is through passenger side grill. I suppose people with a front license plate requirement screw in a holder here to mount plate. I do not have that requirement so is there a plug or cap of sorts that screws in there? Right now mine just looks like a bolt is missing.
2. The hook itself is behind driver seat with what looks like two fuses and a screwdriver. There is a remaining round hole in the holder. Does something go here?

Those 'fuses' are spare light bulbs. My tool kit is missing everything except those. Did you ever find out the missing part in yours, and do the hook and screwdriver have part numbers on them?

I believe that open circle in the foam is for an accessory wheel lock key.
