Do shops charge to diagnose an issue?

I have a simple question: If you take your car to a shop, do they charge you to find what the issue is? |
It's all about time. With today's complex computer systems, it takes more skill and time to diagnose than to repair. If a problem is electronic, the solution is usually "remove and replace", not "repair" in the classical sense. Consequently, diagnosis often takes longer than the repair. Unless it is a simple and obvious problem, my experience is that all shops charge to diagnose. If they don't, they will go bankrupt.
