just a note as i know this is an old thread, i did this on mine without airbag or steering wheel removal by just removoing the bottom cowl which was as described fastened with two star screws and one allen key underneath...
had to rotate the wheel to get to the side screws but no problem and came apart pretty easily.
to be honest i dont think you could remove the top part so if that bwas needed as johnny says you would need to remove airbag and wheel.good luck all

old thread but just to say i had the same problem. Without removing anything I just gave a couple of "strong" knocks on the area and all worked again. Assume it was slightly clogged.

Long term owner of mine and this has happened maybe a handful of times and I’ve never needed to remove the steering wheel to fix it. I’ve always moved the column in and out to the extremities and quickly pushed the up/down at each end while hitting the lower steering cowling hard. Making sure engine is running and hey presto - every time.
