poor heater in winter?

Hey guys,
So just looking for a little advice again. so the long and short of it is my 06 ctts blows cold air out the vents anytime below zero. While traveling down the highway I get **** warm air but stop for 5min quick and feels like air conditioning is running. Above zero everything seems fine. I had it into the shop and they said everything was fine??? Also told me to use auto on the heater controls. I tried that and all that did was crank up the fan and blow the cold air harder. Anyone else have heating issues? Pretty sure it gets below zero in Germany so the car must be manufactured for winter use??
Any advice at all would be greatly appreciated!!
THANKS!

My '06 CS did the same thing with the footwell vents. Upper vents were OK - but the size of the footwell vents, plus the lack of a reasonable number of them left me with cold feet quite frequently. It was apparently operating as designed. Happily the 958 cured this with a reasonable number of reasonable size vents in the footwells that actually blow warm air out in the winter. Go figure.
