Pdcc

I am ordering a 2013 CTT with PTV. Is it really necessary to get PDCC if I am living in a city and not driving on tracks or super aggressively. I do want the multi-functioning steering wheel, so the sport package is out of the question.

It's more important than PTV for body roll and control when doing any cornering in my opinion. Btw, I have the multifunction on a Panamera and prefer the sport wheel on my CTT. There is a control stalk to operate 99% of the functions the the multifunction does so reaching for the dash is not necessary. Recommend checking it out to compare.

Pdcc is an option after having it on my first Porsche 5 years back, I will never order again without.

fyi, you said you want multifunction steering wheel so sport option was out. but this does not have to be the case. i ordered the sport package AND the multifunction steering wheel. it costs more, but you can have both if you want.
