Removing Stubborn Brake Dust

I wash my wheels on a regular basis. However, there are some sports that will not come off. I am using P21 Wheel Gel and letting it soack in good. Are there any good ways to get off stubborn brake dust.

Pictures will help. Whenever I deal with stubborn brake dust, I use Zymol Strik. It's an all-natural citrus cleaner that will safely do the job.

If its that difficult to remove, possibly corrosion? Like mentioned above, maybe it has eaten its way through the surface coating/clear coat. Are these aluminum alloy wheel's?
