Loose oil fitting?

Hi all
My engine is dropped for some preventative maintainance and goodies.
While it's out, the techs noticed what appeared to be a disconnected oil fitting that goes from just below the oil filter housing into the block. Looks like it's been leaking a tiny amount of oil right into the engine. Not enough to accumulate or drip anywhere...just burn off.

It's the metal line right in the middle of the picture. They went ahead and put it back in place.

My questions are...what is this line for and is it really just held in place by friction and o-rings? Seems odd to me but I'm no expert.

Figured I'd ask and see if anyone knows.
