Bedding in new brake pads

Have new street/track brake pads, yet to be installed. Bedding in instructions say 10 hard 80mph to 10mph stops in quick succession, followed by 10 60mph to 10 mph stops in quick succession. Followed by 30 minutes of driving with gentle braking. Trying to figure out where the heck I could do this in New Jersey without getting arrested or black flagged. Any ideas?

Country roads with little traffic (and none behind).

Not knowing which pads you are bedding - most people use this process: https://www.zeckhausen.com/catalog/i...Path=6446_6443
