Need help with pricing 1979 Porsche 911 SC 3.0

Hello new to the community, so I've been looking to buy a porsche to work on for a while, I found one a couple of blocks aways for my home, the car is parked on an empty lot. Looks like it's been there for a while. I am close to location the owner (took a while and a lot of research), basically need help pricing and offer, so I'm ready when the time comes to buy it, looks like the car will need to be fully restored, just trying to get a feel of what exactly I'm getting my self into, would really appreciate any advice and feed back.

From the clip looks aftermarket...and not in a good way.

Its a Targa and not clean; you may want to part it out or maybe sell it to a Porsche dismantler. If there's no rust you could probably ask 8K; with rust in the floors, doubt you will get anything. Big thing is rust and it's cost to repair; people will buy clean shells quick.

Looks more like a parts car to me. I would try to find something much better. Even if you paid 0, you would have more into it at the end than what it would be worth, imho
