cops and no front plates?
Pay first ticket. If get ticketed a second time, install front plate or get PBA card from LEO.
There are plate frames that can be easily installed and removed without doing damage to your car, many varieties out there, I believe sun coast has one in stock that just screws into the tow eyelet in the front.
I've never had one on my car in california and have never been pulled over for that. I've even been pulled over for other reasons.. the cop went to the front to look at my lic # and then had to walk to the back to read it and not a word about it.
However the city of LA and other major cities get you with their meter maids. Used to get them all the time at the Airport..
Therefore my solution is one of the front bumper tow hook screw on solutions. US-millworks. it interferes with my parking sensors.. but I put it on when I leave my car in a public place where I think I may be ticketed.. Takes about 10 seconds to put on or take off.
I realize that in other places in the country they will pull you over.. but in 35 years of driving in California, I've never had a front plate on any car I owned and never gotten a ticket by a cop (city or Hwy patrol).. other than a meter maid. In fact it wasn't until the recent economic downturn about 2008/9 that I started having problems with metermaids.. City of LA uses as a way of raising revenue I guess..
That said, I've heard other guys in calif say that have been pulled over.. But that's never been an issue for me.
