Horn question

Horn question

I was parked with car off. Nearby car starts to backup towards me and doesn't appear to slow as he nears me. I attempt to honk the horn, but it doesn't work. Is my horn defective or does car need to be on for it to work?
The horn in my other cars, Acura and Lexus, will honk when off.
