Are European PSS9s OK?

Are these as good as the American version? The only difference to my knowledge is that the springs on the Euro version spring is 1cm larger in diameter which may dictate the size of your wheel.

Any advice or experience?

I have them. No issues. I think you are incorrect about the spring sizes. I believe the difference is in the spring seat at the top and the sleeve separating the tender spring from the main spring. If the diameter of the spring was larger, the rate would be different and I do not believe that is the case.
