Here is the complete kit. NO WELDING, NO DOWN TIME, STRAIGHT BOLT ON!! You have your choice of which kit you want. Each kit is ready for the Blowoff valve to be recirculated into the intake or to be released into the atmosphere. YOUR CHOICE!!

The racing blowoff valve is for higher horsepower vehicles. It's engineering to accomodate up to 3.0 bar. (43.44psi)

Do they both make the same sound or is one louder than the other? Is there any disadvantage to only venting to the atmosphere and not recirculating?

Yes, they both make the sound. If you get the kit to release into the atmoshpere, it will make the sound. No disadvantages either way or either choice.

I thought this type of system (vent to atm) will cause a CEL? Do you need to re-porgram the ECU to do this mod?

Because the response of the turbos is markedly improved, and unlike the stock system, they don't fail!

This is definitely a must do mod for me! My old Turbo had twin Blitz BOV's and they were great! Wonderful time, and really helped the efficiency of the Turbos.

HKS are even better...
