2006 Vehicle Code-22350 is BASIC SPEEDLAW (SPEEDING) driving vehicle on a hwy, faster than is reasonable or prudent having due reguard for weather, visibilty, traffic on, and surface width of the hwy., and in no event at a speed that endangers the safty of persons or property. I thought the officer needed to witness any infractions to cite. I am not an attorney. just my .02

You might want to edit your post as to what you were doing and how it happened....

This is one of those tickets that I think the officer will punt- either not respond or not show up.

YOU will need to come up with a legal/technical explanation, but the officer will have to prove you were doing 20 and it was unsafe for the conditions at the time. If he arrived 15 minutes later, it will be a weak case. Just MHO. Not legal advice
