this is a strange one. when the car is moving, there is what's best described as a soft fuzzy sound coming from the tach area, that increases with velocity. when the car is not moving, and rev car, no sound. i turned off all misc electronics - radar detector, radio - no change.

any ideas?

This probably isn't what your experiencing but I thought I would mention it just in case.

I had an '01 TT and I would get an intermittent sound like that from the left dash speaker. Somehow just that speaker was picking up some kind of electrical noise from the car. I was never able to sort out the cause or the cure.

Yea on my way to work this AM your fuzzy wuzzy electrical noise started from my passenger rear speaker, occurs w/ or w/o audio on. Will pull speaker tonight and see what's up....

Update
Buzzing sound from speaker seems to be related to passenger window rolled down a tiny amount. As long as the window is down more than several mm there is no noise, weird.
