Is the coolant tank cap supposed to leak?

Is the coolant tank cap supposed to leak?

On my '03 TT, I keep getting small amounts of coolant on the top of the coolant tank. There's not enough leakage to actually puddle or drain under the car, but there is enough to leave residue on the top recessed "catch" area of the tank. The seal on the cap appears to be in good shape, and the cap is on securely. Looking at the design of the cap, it appears that it is designed to vent. As I can't simply buy a new cap seal, I figured I'd ask if minor leakage (appearing on the top of the tank) is normal before springing for a new cap.

no and they go bad and should be replaced.
