The wing UP creates downforce (it's purpose), which is resistance. Wing DOWN is less resistant, but might make the car squirrely at speed. I don't think any of the guys at the Mile who went over 200 had any handling issues. I think at a certain hp level, like where you wanna be, that wing being up won't make much difference.
It should be kept in mind that as speed increases resistance goes up exponentially. It might only take 50HP to cruise at 60 but go up to 120 and it's taking a good bit more than 100HP to keep you there! this is why as you go faster it takes so much more power to get ever faster...
