How To Darken Wheels In Photoshop

Im trying to darken some wheels in photoshop. I have done it before but its not working of for me now. The wheels are silver car is black. I make a new layer change its style to color take the brush tool and use a dark color close to black if not black and go over the wheel nothing happans if I go over the tail lights which are red it will turn them grey.

What are the correct ways to do it I know there are many share some of yours. I have tried the burn tool it didnt look right.

I did this in the past 2 months ago and honestly forgot how I did it. I think I did the way I mentioned but its not working..

After the wheels are selected, Use Adjust...Levels...and move the sliders to get the darkness you need.

I use another way: Select (i.e. mask) the rims or any part of the car you want to darken. Create a new layer. Fill the selection with the color black. Now use the translucency slider in the "layers" window to adjust how translucent you want the black mask to be.

Ahh I see but a new layer with layer style color and brush tool will not work. ?

select the wheel & play with level & brightness/contrast.
