Mystified about shift linkage ....

I happened upon a photo on the net that shows the manual transmission removed from the vehicle and one of the links (arms) that the shift cables attach to seems to have a pair of inertial dumbell masses at both ends. Is this to improve shift quality? Seems like it would offer some resistance or slow the shift down a bit. They (the weights) appear to be screwed on, so could be removed. Anybody ever try it to see the effect?
Couldn't find the part in the parts catalog either ....
