If you are leaning toward Texas then Austin would be the best place to live. UT will supply all the IT personal you would need,and the college girls are top quality.
Houston is more of the big city with very little scenery,it is flat with a lot of concrete & a fair share of crime.
Austin has beautiful scenery,some of the lakes (Travis) are rock bottom, that gives you very clear water & is one of the only places in Texas that has mountains.
Austin is always rated as one of the best cities to live in by numerous publications.
Good luck with your choice. Keep in mind that Austin is only 200 miles from Houston so it is easy to make weekend trips from Houston.

Speed laws in the USA have gotten more restrictive every year. Virginia being the worst state. Montana being the least restrictive. Texas is OK but slipping across the border to the "Mexican Autobahn" is a fools errand. (Crime is out of control in the border areas). Although California has many great backroads but the ticket and idiot other driver factor is difficult to deal with. In the US auto insurance companies use your insurance premiums to buy radar a lidar detectors for local police and highway patrol. Due to the recession, tickets are getting more expensive and law enforcement has be encouraged to give more tickets. I'd try Germany. There are still sections of the autobahn with no speed limits.

The "Mexican Autobahn" reference was referring to some of the more "remote" stretches of pavement outside of the Houston city limits.

most of the moms driving Suburbans go 90mph(makes going 1xx pretty easy to get away with), plus beautiful canyon driving, I live 30 minutes of 10 or more world class ski resorts, snow melts off valley roads between each storm in the winter so you can drive almost year round and the new Miller Motorsports park

I lived in Texas for 9 years and Cali for 25. Between them...
Tax - Texas wins, no state tax
Women - Texas wins
Scenery drive - Cali wins
High speed drive - Texas wins
Weather - Cali wins
Diversity - Cali wins
People - I think Texas wins
Other activities besides driving - Cali wins
So, my conclusion is... you can't lose with either state.
