Just purchased a Black car and planning on adding a full on Clear Bra (hood, bumper, and side panel). I have notice some swirl marks on the hood (being black everything shows)... Should I get the marks remove prior to adding the Clear Bra? Or will the Bra cover the swirl marks once its installed...

Yep, remove prior.
The clear bra will have marks on it pretty quickly as well (I have one) so...

 

Sure you can remove it.... but when you add the claer bra the adhesive will cover the swirl marks and they will not be noticable at all. I have installed film on numerous black cars like that and everytime the siwrl marks dissapear. get a good film and you wont have to worry about swirl marks. Xpel Ultimate and the new Suntek film both have self healing top coats that by adding a little heat (parking the car in the sun) scratches will go away.
