OBD II Scanner & Torque - whp or chp?

I just recieved the OBD II ECU scanner and torque software for iPhone.

Did some tests and was wondering is the result crank or wheel horse power?

I am guessing that power is measured at the wheels given the device is probably measuring acceleration time versus velocity versus weight? I didn’t tell it it’s a Porsche 996tt can the software work this out by itself?
