The codes are for O2 sensor (#1) heater circuit (both banks).

Simply put either the heaters are bad or the wiring is bad, which is in some cases one and the same thing. I note you checked the wiring from the DME to the sensor, at least the voltage, so the sensor heater has juice.

I'd say the heater in the sensor is bad. If the heater is bad the sensor will not work properly as it needs to be hot to work.

For both sensor heaters to fail together suggests a common failure mode and I could believe meth could do it perhaps helped by extremely hard running, with the hard running maybe more to blame.

Even in stock engines O2 sensors have a limited service life and it would not surprise me they had an even shorter service life in mod'd engines.

FYI, though I'm sure you know this already: The #1 sensors are not interchangeable with the #2 sensors. The #1 sensors are wideband, the #2 sensors are narrow band.

Just in case you don't know (and for anyone searching in the future) that is the pre-cat sensor. The post-cat sensor number is 16205. Best prices I found were at rockauto.

Here's what the OBDII manual has to say about the P0130:

And about the P0155: I hate these kind of problems because they can be related to a bad tuning…..
