Tarrett End Link Install Question

I am installing tarrett front end links. They came with a spacer and I am not sure where it is supposed to go, I could not find instructions online. Please see my two pics below and let me know which way is correct if you know...

I can't see why the space is needed at all...

Basically, you want them as vertical as possible. Short bolt goes on coilover side. Here's a bad pic of mine:
