SAI System Diagnosis

Long story short, buddy with a 996 TT texts me and says his car's thrown the P0491 and P0492 codes. I found this thread:

P0491 and P0492 secondary air injection codes - 996 Series ...

I read it, pulled the air box, did a visual over the vacuum system, and everything looks ok. I called another buddy who used to be a Porsche tech and he's saying 7/10 times it's bad BOVs and they need to be replaced. I could see it if it was one or the other code, but absent a coincidence, when they both throw at the same time, it suggests to me the problem is something that impacts the entire system.

What is the proper starting point to diagnose the SAI system? Power the pump (also, is the pump located in the driver side of the bumper?)? Pull the valves and submerge them?

Car has a mystery tune (previous owner) and an Agency Power one-piece CF air box, no other mods that I could tell.
