How does it work? Is the graphics projected or is it some sort of screen on the wheel it self? I must say it's a great concept (just not very tasteful).

Pour some lighter fluid on the plugs, flame torch and drive, brutha.

 

It looks like multiple strips of colored LEDS stuck to the wheels.
The computer switches the LEDS on and off at the right time to give your brain the impression the picture is whole. I'm assuming the computer is also smart enough to adjust for changes in speed, acceleration etc.

At traffic lights you'd just see a few stripes of LEDS doing what looks like random flashing.
