So how is the "channel problem" isolated to just HRE's?

The well-known channel problem on the inside of the wheel. When HRE's are driven in the rain, water collects in the channel and throws your wheels out of balance. The water stays there until you wipe it out.
I drove a friends' M5 with HRE's from Montreal to NYC in torrential rain. A wicked vibration in the steering wheel started once the rain came down. It went away once the rain stopped and we pulled into a rest area and got as much of the water out of the channel as possible.
I'm surprised you haven't heard of this problem.

I've heard of the problem, just didn't know there was an official name for it. I'm still trying to visualize the issue. Where is this channel located on the rim half?
