Is the RPM limit on a 997TT Tip the same as a 996 TT Tip
i.e 6,750 rpm ? God knows I want my 996 TT Tip to reve to 7,500 rpm is this possible by reprograming the ECU alone ?

No issues with the valve train, but that isn't to say problems could have been on the horizon.As for 7000 being safe, I would agree with that.
The computer records over-revs permanently. I have seen people on board and would suspect any savvy buyers walk away from cars that have siginificant over-rev time recorded (and for good reason).
