How do I get a technical service bulletin?

I need (#4897, 1/05) Fix for Pressure relief valve in the power steering reservoir

Can anyone look this up as I have never been able to get a registration from them

I've got the same problem and looked it up, but it didn't give any further details other than the tsb # and what it was for? I'm wondering if changing the ps fluid to synthetic may get rid of some of the squeeling sound....just a thought.
